Skytower question

I have an old map that someone from the DIS boards sent me at least a year ago probably longer. It states on it that the Skytower has an "additional fee" and "reservations available" across from that it says "closed"
Is the Skytower open? Is it an additional fee? And do I need to make reservations?

Can anyone clear this up for me?

I was just at Sea World yesterday and the Sky Tower was not open. The map they gave us said it was closed and there is an additional fee for it when open. I thought it was odd that it would be closed in peak season, but who knows. Hope this helps!
 
When I went with my parents in Jan 04, it was closed. When I went with my nephew in July 04 it was closed again. Not sure why it's not open more. Hoping it will be for my trip in October!
 
I went on 07/30/05 and the sky tower was open. The seats look brand new, they probably did some rehab on it. I have an AP, so it was free, but I think it's $3 to ride.
