Sky liner to go get a treat? Tips!

They won't let you on the Skyliner while you are actively eating. They will ask you to finish eating first. :) But you would be able to take food that is packaged. There are very nice places to sit and eat outside at the BC, BW, and YC. There is a sandy beach at both BC and YC that has lounge chairs and swing chairs. The Boardwalk has tables set up outside. :)
I haven't taken ice cream but in January we would take skyliner from Pop, stop for donuts and coffee at Carib Beach, get back in line and get back on skyliner to Epcot or HS - donut and coffee in hand, actively eating/drinking and it was fine no one said anything at all. It made the morning travel from Pop to the park even more magical to sit, sip, snack and take in the sights from up above. It also helped us avoid needing to stop inside park to sit and drink coffee since you can't stroll around with them anymore.
I have to imagine this is one of those things up to CM discretion. A donut and coffee makes sense because the Joffrey's stand is right there, so I'm sure that's common. But an ice cream gets messy fast, so perhaps they'd be less tolerant of that. Additionally, you are supposed to be stationary if actively eating or drinking so you can remove your mask remaining in one place. If you're moving through the line eating/drinking and boarding the Skyliner while eating/drinking, all while being maskless, I don't think that's technically permitted. But again, up to CM discretion if they'll say anything.
 
One thing to caution: make sure you time your rides outside of park close time for both HS and EP. The skyliner is quick and easy to use, but you lose some of the "quick" part if you get caught in the park-close lines. I would apply this same advice to park-opening times.

We were stuck in early morning DHS lines that took 10-15 mins so we sipped while waiting for it to move along. Then once inside Skyliner attacked the yummy donut at our leisure and finished up coffee. If there is no line even when snacking is allowed while in motion the skyliner doesn't leave much time with the winding and loading.
