Electrical parade is not currently at DCA. They shipped it to WDW for the summer. No official word has been given on when/if it will return to DCA.
Fireworks are at 9:30 PM. People start camping out for the prime in-front-of-the-castle viewing spots hours in advance. If you're not so picky though, you have other options. You can busy yourself with other things on Main Street until show time and then join the masses. You will not see the castle projections or likely the characters on the zipline. You will mostly see the fireworks (view may be partially obstructed) and hear all of the music. You could watch from near IASW. We enjoy this location. Again, no castle view. IASW does have it's own projections during the show though. You get a very good view of most of the fireworks. You can watch from near the Rivers of America. This is most usually done by those who just finished watching the first Fantasmic show.
Fantasmic is at 9:05 and (I think) 10:30. Depending on the season, people will start camping out as early as 6 or 7. There is a sitting area on the ground along the river and behind that a standing only area. You can purchase a special dessert package that gives you a box of goodies, all-you-can-drink coffee, cocoa, water, and fountain drinks, and a chair to sit in. You do not have to camp out for that, but rather check-in at 8 PM (I think) and then return before showtime. The price is a bit steep for us: $59 adults, $49 children, so I have never personally done this but many here on the boards have.
