Can someone tell me where to look to find out which restaurants do not participate in the Silver Plan?

Otherwise - every restaurant in Disney is included. Many of them require two wishes (listed below):

California Grill
Citricos
Narcoossees
Artist Point
Yachtsman Steakhouse
Bistro de Paris
Coral Reef
Loriginal Alfredo
Fulton's Portobellow Yachtclub
Wolfgang Puck Cafe

The list shows every restaurant in the parks including counter service (which is not a good value but that is another topic...)
