Going to an Eagle Ceremony for a dear scout tomorrow. I would love to be able to sign "congratulations" to him.

Thanks! I have now taught myself "congratualtions Eagle" I checked the sign for scout too. I've seen his interpurter aka mom do that a thousand times.
