Should my boys carry backpacks? And wear sneakers or water shoes?

The only ride I have gotten completely drenched in is Kali river Rapids...unless you get stuck in a downpour. But I have never worn waterproof shoes at Disney.

I would be worried about them losing the bag too or taking it off and wanting me to carry it. I know DS would lose one.
