It depends on how close they are in age? Just how old is your son in dog years?

Also, make sure that you get separate goodie bags for each set of guests. The non-canine guests might not appreciate bags of dog biscuits and flea collars! I would also recommend getting separate birthday cakes. The dog might have a bit of a problem blowing out candles and you really wouldn't want him slobbering all over the cake.

Games are another area to put some thought into. Will the dogs play Pin the Tail on the Human? Sack races could be a bit difficult for the canine friends as well. On the other hand your son's friends might not appreciate Fetching and Rolling Over and Playing Dead games. Also, safety could be an issue with the boys trying to carry tennis balls back to you in their mouths.

I would see no reason why you couldn't have a party for both, provided all of their friends get along and you provide appropriate activities for both.

P.S. Please put a little thought into the music as well. The furry friends might not appreciate "Who Let the Dogs Out"!
