Shops in Hogsmeade

As I watch videos on YouTube etc. I've seen some shops in Hogsmeade that appear to be just store fronts, not open for business. Does anyone know if these shops are just fronts, or perhaps storage areas, or is Universal planning on opening them in the future as retail stores?
