Are the disney ships always full, or do they sometimes sail at less than full occupancy?

Although they try to fill the light sailings with FL resident specials and CMs, sometimes the occupancy is low. I can only remember one time when it was really noticable. It was on a January Magic cruise a couple of years back. On late seating, a large portion of the tables in the dining room were empty. It was like sailing on a ghost ship! Personally, I prefer more of a crowd.

Though if you are concerned that if the ship is filled to capacity it will be "crowded", don't. The ships are designed to be filled to capacity and feel very very comfortable, even when full.
