Shipping merchandise

I was looking at the Universal online shop and that started me wondering- does Universal do the no tax when shipping from the resort the same way Disney does? I am going to be mailing stuff to my sisters and was wondering if I should just buy it online now and have it shipped or if there was any advantage to waiting until I was in IOA.
