No. Shades of Green is owned and operated by the Department of Defense. Only Disney owned and operated resorts offer the dining plan. The Swan, Dolphin, and Downtown Disney hotels are all non-Disney owned and operated resorts, as well.
You may want to check out the military rates for Disney resorts (30-40% off). Depending on their military grade, it may actually be cheaper to stay at a Disney owned resort and then you CAN buy the dining plan even if using any of the specially priced military tickets.
There is a dining add on you can get at shades of green but it is only for their restaurants. Then nice thing with staying at Shades of Green is the size of the rooms. They are the biggest standard hotel rooms we have stayed in on property.
The "discounts" tab above will give you the current military offers as will Disney's website. On the Disney site, it is listed under special offers. As for Shades, they base the amount you pay on your military grade. The higher your pay grade in the military, the more you pay for your room.
DH and I loved our stay at SOG, and we will stay there for as long as we're eligible. The dining plan isn't enough of a draw for us to stay at a resort that doesn't have the access to the monorail across the street.
