Sewing Question! What is the easiest way to make a rod pocket panel?

Should I sew across the top and down the sides, leaving an opening for the rod pocket? Then sew across to make the top and bottom for the rod pocket?

A valance I have is made another way: They sewed across the top and down both sides. Then folded the top back and sewed across twice, leaving the part that stands up above the rod and a pocket for the panel. Looks easy, but uses a lot of extra fabric.

The window treatments I'm making will be lined.

Any other ideas?
 
I do a lot of sewing by trial and error. Here is my best guess.

Cut the lining 3 inches or so smaller in width than the outside fabric.
After sewing these together, turn right side out and press so that the
outer fabric shows the extra 3 inches onto the back lining. Make sense ?

Now, turn the top over and sew the two seams for the pocket.

For the hem, I usually hem each piece of fabric separately BEFORE dooing
the side seams and pressing. This way they hang seperately and don't
pull on each other.
