Service charge at PM while on the DDP?

How does the added service charge at the Pepper Market work this year on the Dining Plan? Is it considered a tip, so its not included?

Tip is only not included on the full TS restaurants. Your tip at PM--considered CS--will be included, not paid OOP.

Thanks. I guess that makes sense since it's a CS (but almost feels like at TS).
