With all of the discussions regarding how much the wait staff receives in tips from those on the dining plan, I'm surprised I haven't seen clarification on how the tip is calculated. The dining plan costs $39 per day per adult and $11 per day per child. Disney advertises this to be a 40% discount.
It would make sense that Disney would allocate a fixed amount per counter service meal, snack, and table service meal for every dining plan point redeemed at each vendor. It would also make sense that each server's tip would be a factor of that discounted amount. There is only so many ways that you can allocate $39 per day, taxes and tips included. The math would never work if WDW was tipping based upon 18% of the retail value of the meals.
