No, there are really that many different staff throughout the game. I have been playing since BETA and none of those names are new to me. Many Staff you do not see because they do not play VMK publicly but work behind the scenes of VMK you could say. Penguin, Green, and Rain were all temporary HOST's for February's Everest Month. (I know of at least one that was another staff on a temp. account).
VMK_Blue and VMK_Snail: You may have seen their names and recognized them from the VMK Contact Us Link. Well if you look it tells you they work with the VMK Support Team
(I know for a fact that VMK_Blue has been seen in VMK before.)
HOST_Babs: As long as I have remember she has been a staff from the beginning or very close to it. She was at first VMK_Babs and did work with the "Contact Us" Support Team. Then she started showing up in VMK more and more often,andlater was made into: HOST_Babs. She worked many events mostly and then she kind of disappeared from VMK Publicly. I have talked to many staff about her so they could tell her I said hi. She is still around just not as a public eye anymore. YOU ARE MY HERO BABS!
