Scrolling Marquee under Avatar

I just realized that my scrolling marquee (that I have had for eons from the Tag Fairy) is no longer there. It looks like some of the html code is missing, but, since I have no idea of how to get there, I don't know how to fix it. Help??? Thanks!

You can't. Tags are just gone with the new forum.
