Scrapbook Cutter???

What do you all use to cut the paper ( I cant think of what you call it) that you place under a picture. For example you put your photo on a piece of paper and you see a small amount of trim around all 4 sides of the picture?

I try to cut my own square to put the picture on and I cannot get it to look even. I remember seeing something on QVC where they took a picture and made a perfect square behind it so fast with all even and equal sides.
 
Actually, I just use my big ol' Fiskars cutter. When matting, I put my picture on a piece of paper and trim it by just eyeballing it. The eye is very forgiving... so you don't need exact dimensions.

ME TOO.... I do exactly this...............P
 

I have the Fiskars 14" cutter and for shapes I use my Coluzzles system...Just do the next size out on the little guide! Those are even easier than the straight lines!
 
I have the perfect layers tool, and now that I've gotten used to it, I have to say, I really do like it. :D maggie
