To specifically answer you--AT DISNEYLAND (APPARENTLY NOT WDW) yes, you can put rented scooters on both. On the DISNEYLAND trams there is usually a scooter/wheelchair loading ramp. For the monorails at both parks a CM needs to bring a ramp to allow you to drive in. They are supposed to radio ahead so the CM at your destination knows you are coming to put down the ramp so you can back out--but sometimes there can be a glitch--not so bad if you're traveling with someone who can flag down a CM--if you're alone can be an issue (so go early so you can take the entire loop again! LOL)

Yes, just to confirm at Disneyland you CAN bring an EVC onto the tram. My mother has MS and rides a scooter while at Disneyland, we've boarded the parking lot tram many times with it. There's a designated handicap boarding area with a ramp. You may also consider requesting the courtesy handicap shuttle while at Disneyland. Anyone with a mobility disability can request to ride it. Speak with the nearest parking lot attendant regarding it, they'll let you know if its operating or available. A lot of the times the shuttle is in the parking lot waiting to assist guests. It's basically a little shuttle bus with a lift, and can fit about 10 adults.
And yes, on the monorail you drive it in via a ram which a castmember will place at the monorail vehicle entrance.
