Scooter Safety

Well, it happened again. Enjoyed the fireworks at Epcot and as the last ooh and aah subsided and we all made our way to the buses the Disney Mile Race started. People on scooters most the time are on them for the first time since usually some exercise is involved to be able to walk around Disney. Anyway, my wife and I watched on two occassions as the scooters ran over two separate people simply because they were in a hurry to get to the buses. My question is who is liabel for an accident like this. Surely not Disney so it has to be the scooter riders. All I'm saying if you're not sure of yourself on a scooter than don't think you have to run it at full speed. We all want to enjoy disney and go home with no scraps or bruises.
