my DW wants to start SB'ing, She wants the stuff for Christmas. What are the things I must get, and some neat stuff too?

Here's what I think:
an album
adhesive
paper and cardstock
a 12x12 paper trimmer
scissors
pens or markers
Somewhere or something to keep everything organized!:)

Nice to have, but not a necessity:
corner rounder
shape cutter of some kind (to cut pictures and mats into specific sizes and shapes)
an idea book or two

Anybody else have some to add?

If you personally don't know scrapbooking, and your wife hasn't said exactly what she wants, then I would suggest contacting a Creative Memories Consultant. Their website has a consultant locator on it. ( http://www.creative-memories.com/locatecnslt.asp )

Let them know what your price limitations are. Let them know what your concerns are, and let them help you. They are also available afterwards to help her as she is getting started.

I think a class at a local scrapbook store and a basic starter kit (as mentioned above) would be a great gift.

Most local scrapbook stores will be able to put together something for you, plus you can check out their class schedule to see if they have a basic introduction to scrapbooking class.

At the minimum she will need:
A good album (I prefer the top loading albums by Scrap Artistry or Dalee) (about $28)
Cardstock (Acid and lignin free)
a paper trimmer ($18)
Microtip scissors ($15)
Black Pen for journaling
Good adhesive (Hermafix is my favorite - the dots are the most versatile) ($8-10 for the dispenser refills about $5)

Things that are cool and not too overwhelming: Mini brads, nailheads, fibers for embellishing.

You can easily get a good starter set up for $100 or less.

After she has a starter set, there's no limit to the amount you can spend! ;)
 
Becky Higgens' Creative companion is a wonderful idea and how to book. For many, it has become the scrappers bible.
You can't go wrong with the Friskers 12" straight cutter and Hermafix repetitional dots adhesive, but I think albums are kind of personal. It's like picking out a purse for someone. What size, what color, what style. If you have a local scrapbook store or a craft store near by that has a decent scrapbook section, I would suggest the book the cutter and the adhesive to wrap for her to open and a gift certificate for her to pick out an album, paper and stickers that appeal to her.
