Santa head disign help

I bought my granddaughter a beautiful handmade Christmas skirt with Santas on it and I would love to make her a t shirt and sweatshirt in dark colors with a Santa head with Tinkerbell flying over his head sprinkling pixie dust and the word BELIEVE underneath. Could someone please help me by disigning something like this?
