Where can I find characters dressed in holiday outfits? We are not planning to do a character meal, but would like to get pictures of the kids with Santa Goofy and maybe Pooh & gang dressed for the holidays.

We found Santa Goofy at the International Gateway in Epcot. Mickey and Minnie were there in their holiday outfits, too.

EPCOT! We got so many pics there and they were pretty much all dressed for Christmas. I suggest looking at the Times guide to see when the Characters on Holiday will be (think that's what it's called) and go there.
Pooh and Gang (dressed for the Holidays) we saw in France? Gosh, can't remember, it was the second or third country to the right. Mary Poppins was also there.

These characters can be found in the U.K., which is the 2nd country on the right side of the World Showcase. The authors of both these books were British, I believe. There is also quite a bit of Pooh merchandise in the stores there, as well as Thomas the Tank Engine! I 'm also pretty sure that Brother Bear is usually found in Canada, Belle and Beast in France, Aladdin and Jasmine in Morocco, and Pinocchio in Italy. The park maps will list other characters and where they can be found, too. Good luck on your quest! Those autographs and pictures are treasures for a lifetime.

You can also find goofy with a photo booth area at AK. It towards Dino landing when you enter the park on the right hand side

We saw Goofy at AK in Camp Minnie/Mickey. At the hat in MGM. He was standing with Minnie Mouse, so you took your pictures with them together. Everytime we saw the characters, they were in their holiday clothes.

Epcot for sure, and the double decker bus they ride in and out on is adorable!
