Santa Goofy

Santa Goofy is on the schedule at hollywood studios for November 5. Does this mean that the Lights will start then? I know there is rumor that they will begin on the first. Would they have santa goofy without the lights on?

AP were sent an email a couple of weeks ago about a special "soft opening" of the lights starting November 1st, this is open to everyone not just AP.
