I have been looking on-line at both these strollers by graco and have questions that maybe you can answer if you have one of them.
1 How heavy are they (estimated, heavy, light)
2 Are they awkward to carry (I'm 5'2 my last stroller i could barley get off the ground when folded)
3 how compact do they fold ( umbrella, thin and flat, large and bulky)
4 how do they push, turn, and ride

I like the features of them both but there is not many stores around here that carry a selection of strollers so the Internet is my best option and these are in my price range. (less than 115) Maybe you know of something better? Must recline a:) little and have some storage.:)

I can't answer your questions about the Mosaic but our Quattro Tour has been to Disneyland twice and WDW once.

It is pretty heavy. My wife is about your height and struggles with trying to get it in and out of our minivan. She just uses our umbrella stroller if I'm not around.

It folds pretty flat for it's large size but not inward like an umbrella stroller. It is really difficult to get it into trunks of cars. We had so much trouble getting it in the trunk of various rental cars and often had to put it in the front seat and my wife rode in the back seat with our daughter.

Having said that, it rides GREAT! Our daughter likes it much more than her umbrella stroller and has no problems sleeping in it. It reclines pretty much flat and has soft cushions. It has a ton of storage underneath it. It can also support a lot of weight on the handles (even without our daughter in it) without tipping backward. We usually strap our backpack and diaper bag over it.

The problem with all this storage is that we use it! It makes it way too impractical to unload everything out of it to fold it up to get on a tram or bus. We always drive to the parks now and just walk from the parking lot.

It also has a really nice three-compartment snack/drink holder for the baby and a two-drink cup holder for us along with a covered compartment that is a perfect size for a camera as well as a sunglasses holder.

It folds down pretty easy and can be done with one hand by twisting a grip on the handle. You then have to use a small rubber loop it has to lock it closed. I don't really care for this part as it has come undone a few times.

This stroller was great to use around the parks as it is comfortable for her and rides really smooth. The downside is trying to get it through gift shops as they are pretty narrow between displays. It is also really big, bulky and heavy to lift. It can also be heavy to push but maybe that's just because we loaded it with so much gear!

I have the quattro tour and the metrolite. The quattro is really heavy for me and I am 5'9". It is hard for me to get in the minivan, but I like all of the features. I actually like the metrolite much better it is medium weight and easier to get in and out and has almost as many features. I have never seen the mosaic. I did buy a Maclaren Triumph for Disney because it is a lightweight umbrella fold. I would suggest looking at albeebaby.com or babydealz.com, they have great prices and I have ordered from both without a problem.
 
I too have the Gracco Quatro Tour. Its heavy. However I love it and after 6 months of using it It doesnt see so heavy and my muscles are more defined ;)
DH became the offical heaver of the stroller in WDW on to the busses. And I took DS.
I must admit that I do let the stroller rest on the bumper of our Ford Focus before it goes in the trunk and perhaps.. Perhaps it was me that scratched the paint...
It folds down really easy and DS loves it, he falls asleep in it with ease. I used a friends umbrella stroller with him just to try it out and he was leaning forward and wanting out.
I dont use the infant car seat anymore, but when we did you have a bit more storage because you can put things down in the seat too.
 

I would look for umbrella fold and under 20 pounds if you are looking for compact fold and relatively lightweight. And don't automatically exclude higher priced models - deals can be found (the board below can help with both stroller deals and stroller recs), so you might be able to find a higher priced model that is on sale in your price range.

Personally I'd stay away from Gracos for travel use -- they contain too much steel in the frame and don't have very good suspension with a full load.

In that price range, I would say that your best option would be an Inglesina Swift. Take a look at the selection at http://www.tinyride.com -- they are having a good sale this week. (They also have a really nice Britax on clearance right now if you want something with a lot more padding and comfort.)
