My guess is this was a contingency plan, if they did lose the congress, Rumsfeld would resign, if they didn't, then he wouldn't.

He never should have been in charge in the first place, but I'm glad to see it finally happen.

That's pretty much what GW said. It wouldn't have happened if the Dems hadn't won. It SHOULD have happened at least 2 years ago. If I were a Republican candidate that lost last night, I'd be pretty ticked off. Rummy and the disaster he has presided over lost them the election.
