I don't believe that this is even remotely true. Disney does not cross their businesses like that. You would never see any announcement about a Marvel TV show at a Marvel movie panel, or vice versa. And really, no studio does that at Comic Con. (Except for Lucasfilm did that Star Wars video games in the years between movies, sometimes. And people hated those panels.) Disney doesn't need to make a "major" announcement like this at a convention. They announce park changes themselves all the time without having a big reveal. 99% of the people in the Marvel movie panel will not care about Disney Parks, it would land with a thud.
I can pretty much guarantee that Marvel is going to preview Guardians 2 this weekend in the Marvel panel. What would be a better way to announce it during one of the most popular panels in which it's directly associated with? Why not have them announce it to fans of Guardians of the Galaxy/Marvel rather than the park enthusiasts who have already loudly disagreed with this decision?I've been to Comic Con 10+ times. The Disney contingent is pretty small. And the people who go to the parks or are interest in park news are a fraction of the fan base. Any park news in a panel for a comic book movie would lead to more complaints that panel time is being watsed than cheers. Because no one is going to that panel hoping to hear anything about Disneyland.

There was some applause. It was nothing compared to the reactions for Black Panther, Dr Strange, Spider-Man or Captain Marvel. No other studio made any reference to other business units.
