Usually CMs will stop you with food before you enter the indoor portion of a queue or before you board for outdoor rides. But I have gotten through the outside check with cups of water and had to toss it when loading. If you have a snack in your bag, no one will stop you from eating it in line. Most queues have trash cans every so often. One notable one is Roger Rabbit. There's usually no CM at the start of the standby queue and no trash cans. And there's always food trash all over the floor in there.
You can't expect people to hold their own trash in their bare hands for the 3 1/2 minutes it would take for the queue to pass a trash can!Why doesn't Disney put garbage cans there?
On most rides you can take your coffee (or booze if you're in DCA) all the way through the line until you board (i.e., beyond fastpass check) except Haunted Mansion -- you'll have to toss it before entering the lobby.

Then if you ever finish with that, you will then be transported into the ballroom, where you will have the pleasure of cleaning up after partying ghosties. You might think that is an easy task, but it isn't because you never know when, what or whom will pop up somewhere, much less what anyone might be doing next. Another story there. lol Eventually, your penance will have been severed, I meant served, and will be allowed to get out, I meant leave. WordNot that I am a booze hound or anything, but a loverly cocktail while wandering for 12 hours sounds fabulous, and would make sort feet feel better. That being said, disney prices are probably obsurd.
