There is a Foreign Family upstairs. They do not know the word Discipline. There is I believe a 4 year old boy that has a case of Obsessive Compulsive Disorder. He Stomps and Pounds the floor 50 to 200 times a day. I tried to call a state agency dealing with children in MA today and got nowhere. I tried to talk to the mgmt of the apartmebt complex and got nowhere. I suspect they are afraid of the D word. This is almost 26 months of this. What can I do to get them out of here? There was a tenant across from me that moved out. The mgmt never told me that apt was vacant.

Maybe you should go get your broom, turn it upside down, and take all of your aggravation out on the ceiling. Keep pounding until you have done to them what they are doing to you. Then throw your broom and yell, "OCD that!"

My best guess would be since he/she used the word "foreign" is the D word would be "deported". Just because someone seems "foreign" actually does not mean they aren't U.S. Citizens though. At one point MOST of our ancestors were "foreign".

I have been in this situation, and can empathize. What I did was get a loud fan and some earplugs so I could sleep (I was working a midnight shift). Maybe music would work for you? Or you could move? It's probably the way the apartment is made rather than how the kid is walking. :confused3

Had a neighbor once above us in an apt building. The kids would always jump off things and pound on the floor. We took a broom to the ceiling of our apartment. Went to work on Monday and met the new guy in our dept. Guess what!! It was the neighbor above me!:rolleyes1 Boy did I feel stupid. But they kept better control of their kids after that. Now that I have 3 kids (had a newborn only at the time) I kinda understand now. Living in an apt you have to be ready for a little noise. We should have been a little more understanding. It really wasn't that bad.

Hopefully, they are out getting the mean old biddy downstairs trapper themselves....!

oh and mgmt doesn't need to tell you about any of the apts around you.

I'm guessing the "D word" is "discrimination".

OP, I know this may sound crazy,but I'll ask any way. Have you tried talking to the parents?

Why do you want them to move? Why do you pack your stuff and get out?

Are you really sitting in your house counting how many times a kid stomps on the floor??:lmao::rotfl2:
 
The stomping is probably something totally normal like a Wii game that has the kid stepping on and off of the balance board. I am sure that would be loud from underneath in a poorly constructed apartment.
I would be inclined to ignore the noise unless it is happening during normal sleeping hours for an adult (not likely since you say the child is 4).
If this is happening in the middle of the night or at 5 am or something AND ear plugs do not do the trick for you then I would suggest calmly and politely talking to the parents. Be nice about it--let them know that YOU are very sensitive to noise and that the CEILINGS or not well insulated against noise so could they try to keep the little guy's feet from stomping. Perhaps suggest that he go around barefoot inside to help dampen the noise. Be pleasant. I also would not reccoemnd making this your first conversation ever with your neighbors.
IF you try all of this, and the noise continues then I could see possibly asking the landlord to intervene. Perhaps invite the landlord over to visit and hear for him or herself how loud it is for you.
I cannot for the life of me imagine what state agency you called or why on earth you think that would be relavant at all:confused3 Stomping is in no way indicative of abuse or neglect.
 
Since I think you are a troll, my advice would be to call in the militia and have them sent back to where ever the "foreigners" come from.
