Royal Pacific Early Departure Fee?

I am trying to book 2 nights (31DEC-02JAN) at the Royal Pacific. I can get 2 nights from 30DEC-01JAN, but there is a three (3) day requirement if I want to check in on 31DEC.

I asked the Reservation agent at Loews what happens if we take the three days (hotel room only, not a package) and then want to check out after 2? She said it is "up to the discretion of the hotel on whether or not to charge an Early Departure fee."

So, has anyone ever done this? It seems ridiculous that I cannot book only 2 nights, when there is clearly availability in the hotel.

Has anyone ever done this (checked out early)? Did you have to pay a fee?

Anyone else have any ideas? We really want to stay on site at Universal, as it will be so crowded that week. And the only 2 days we can go are 31DEC-02JAN.
 
They do this every so often and then they lift the minimum stay requirement if the hotel doesn't fill. Unfortunately, I know you want to get things booked in advance. During normal times, there is no minimum stay.
