Can I book room only at DLH with the hopes that a promo comes out and switch to a pkg later?

Yes. Many people do this.

We have done this a couple of times when the package deals were actually better than ala carte.

Do you have to cancel the room only reservation and book the package, or can you call and have them change your reservation to include the package deal?

The room was thru WDTC and the package was thru Costco. Cancelled one and booked the other. Very rarely do I see package deals better than ala carte.
