Not that I have seen.
If you are a Gold or Platinum CC member, they give them out at the CC reception though. And I believe I have seen them for sale in the shops.

No, the only rice krispie treats onboard are for sale in the gift shops. Or, as noted, at the Gold/Platinum Castaway Club reception.
