Can we sign up for MDE with a room only ressie?

Absolutely, I have to do it all the time when I'm staying on points, the website doesn't care.

If you don't see it, you'll need to put in your reservation number and the last name of the person that made the reservation, I believe. You don't need a reservation to use the app, but I don't think some features are available when you use it that way.

Do you mean MDE (My Disney Experience app) or DME (Disney's Magic Express)?

The answer is yes to both. Anyone can use MDE that wants to download the app and anyone staying at a Disney resort is eligible to use DME.
