I haven't seen the breakdown of view types by phase. However, I'm hopeful that Phase 1 will have some Ocean View villas for two reasons. The Ocean View category is the most prevalent category at Aulani (206 out of 460 villas). If you look at the map showing Aulani's phases, it appears that the top floors of the Phase 1 building should have good views of the ocean.
By the way, the Guaranteed Weeks Point Chart says that none of the Grand Villas will be available until the third week of 2012. But if you look at the drawings and construction photos, it appears Aulani's Phase 1 building should have some Grand Villas on the top floor. Does this mean that Phase 1 won't have any GVs? Or that DVD is delaying the selling Guaranteed Weeks for GVs until several months after Aulani's opening?
