It sounds like you did. Anyone can have an ROL package; you don't have to be 21. BUT, the person making the ADR does have to have a credit card to guarantee it, so maybe that's where the 21 came in?

The cm asked if everyone in my party was over 21 and I replied yes youngest person was in there early 30s I thought that was odd she asked
