Roads around Disney-who maintains them?

Who is responsible for maintenance of the roads on Disney property, the major ones like Bonnet Creek Parkway, Epcot Center Drive, World Drive, like that? Are they maintained by Reedy Creek's, Governor Santice's appointed, replacement or since they're on Disney property, are they still maintained by Disney? The reason this came up was that this morning I read that the new, Governor Santis appointed, board, had cut the budget for road maintenance. When I told DH, he said that "Oh, it doesn't matter, those roads are on Disney Property so they'll be maintained by Disney." Now I'm all confused-I thought Reedy Creek was responsible for Disney Roads. Are they?
 
Yes, the district is responsible for the public-access roads on-property; Disney only directly maintains roads in backstage areas.

This is the primary reason why the special tax district exists; it enabled WDW to use more cost-effective bond financing to pay for infrastructure improvements and maintenance in the non-ticketed areas of the property (also not including resort grounds.) The company is far and away the majority taxpayer in the district, so they do pay for the maintenance in the end, but on more favorable financial terms than they could manage doing it as a company rather than under the umbrella of a governmental entity.
 
Some of the roads are state maintained even though they occur within the District - portions of World Drive, 192, Osceola Parkway, and Epcot Center Drive. Also, the budget wasn't "cut" although it is less than last years, it was the budget that Disney submitted to the board for what was expected/needed for the year. It is less than last years due to not having as many resurfacing projects for this year since so much was done last year.
