If I book a reservation for breakfast at Tusker House at 180 days out, when ROL package dates are released later will I be able to transfer my current reservation time to the package?

No, you need to make a new package ADR.

As previous poster said, you need to specifically book the ROL dining package and cannot transfer later. That being said, lately ROL dining packages have been open at 180 days as well, at least they were for us when I booked our ADRs a couple months ago.
