are there a lot of rides/attractions that a 3 year old could not do at any of the 4 major parks do to height limits or scariness of attraction? Any parks that would be waste to do at such a young age?

If they are 40" then they can get on more of the "adult style" rides such as Splash/Big Thunder Mtn or even Tower of Terror or Test Track. I brought my DD and DS as soon as they hit 40" and they loved all of them and still do today. The Kali River Rapids is a fun one and you can be 38" to get on it.

You know your kid better than anyone but I always go by the motto of try it once and see what happens. Sometimes you will see a different side of your child that you have never seen before.

To answer your last question...all parks have something unique for 3 year olds you just may not need to spend more than a couple of hours at that particular park such as Hollywood Studios.
