I think your TA was misinformed since you don't even scan your MB when using riderswap. You simply hand them the card and walk through the FP + line.

I would not count on doing that but see it as a bonus if it does happen.

It is my understanding that they are not allowed to send kids through the line if they don't meet the height requirement. So those with a small child should have no problem getting a swap even if the people using the swap pass don't have FP .

This is how she relayed the situation:
Group of mom, dad, tall son, too short daughter. Mom and daughter had FP+ for A&E, dad and son had FP+ for SM. When they went to the FP+ line, they presented too short daughter and dad asked for rider swap. CM scanned bands and said mom did not have FP+ for SM and therefore could not swap. They could do standby line and swap but because mom did not have SM, he would not give the swap.

I haven't been to the parks since FP+ was rolled out, so I was asking about the ins and outs with rider swap. That said, this was in February so I have no personal experience. It made sense to me, though...seems like cheating if only one or two people in the party have to get a FP+ - a group of 4 could double their rides...
 

I think it's fair not to allow the remaining part of a group who don't have a FP to use rider swap when the first part of the group riding does.

However, if everyone has FP and one part of the group does not want to ride (say, a child who is tall enough but scared), there should be no reason not to let the second party use the rider swap. That seems to be what the posted policy says, and what I take to be an implied contract (having FP in the first place being yet another implied component of that contract). Further, if the whole party does not have FP for a ride then there should likewise be no issue allowing the second part of the group to use rider swap if the first part of the group waits on the normal standby line.

You can say CM discretion all you want, but my guess would be that a CM who wouldn't allow you to use it according to the posted policy probably wouldn't make the same decision if there were some kind of supervisor, or maybe even another CM, around. Provided you are holding fairly to your half of the agreement.

We were at WDW last week (May 24-31), and this was NOT our experience at all. Rider Swap with FP+ works just like it did with FP-. Adults plus the too short child present themselves at the FP entrance to the ride and ask for a Rider Swap. The CM will give the adult staying behind the Rider Swap pass, and the adult and children riding the ride first, scan their Magic Bands and enter the line. The second adult later uses the Rider Swap pass to enter the FP line. The pass is good for a total of 3 guests, and none of these 3 guests need to have FP+. The Rider Swap pass is their FP+ -- they don't scan their bands, just show the CM the paper pass.

We did this at all 4 parks on almost every ride with a height restriction (Soarin', TT, RnRC, ToT, Kali, EE, Primeval Whirl, Dinosaur, Space Mt, Splash Mt, BTMRR, Barnstormer, 7DMT) and the above was exactly what happened at each. For each ride with a height restriction, only one of us (adults) had a scheduled FP+ and the other rode with the Rider Swap.

DH had no desire to grace the royalty with his presence, so he was planning on grabbing an E-ticket FP+, so I asked TA about rider swap with part of the group having FP+. She mentioned that a lot of the time there has never been an issue but brought up the two or three examples where they hit a bump. The question came up in this thread, so I also offered these examples as a "hey, just in case"... never implying it was the norm, but that it had happened.

If what everyone else says is true then anyone who is using Rider Swap can basically double their FP+ allotment which seems like a mighty big loophole to me, hence why it made sense that some CMs don't allow it.

But your plan halves the fp+ allotment for one expensive ticket and that's not good either

If my husband I and want to use fp+ for splash, mine train and Anna/Elsa
My DD needs us to accompany her on rides so will only be able to use 1 of her fp+ and waste 2.
 
I had no problem getting rs with FP+ in February. I had FP myself, but was never asked or scanned. It occurred to me I could book a separate one and ride a different ride, too, BUT in fact the timing never worked. When you have a baby or toddler in tow, those hour windows (especially if swapping right away) go pretty fast. And I did not want to ride alone. As pp mentioned, families are not getting tons of rides if they have kids young enough to need rs. Remember, one of you is waiting, it all takes longer. This is such a nice benefit, and Disney has certainly hooked us into return trips, when originally we thought we would not go with a little one. I am not concerned this would be abused.
