Rider/Child swap at MNSSHP

Hello,

How does this work at the halloween parties? I've read that the returning (2nd) parent uses their rider swap pass to go through the fastpass line. Well, if the fastpass isn't open for MNSSHP, how does the second parent access the ride without waiting?
