Rich Text Editor menu bar gone in IE10

I just got back on the DIS after a few months away, and with the new format, the rich text editor menu bar is gone using IE10. The emoticon menu is gone as well. I have the rich text editor selected in preferences, and tried cycling it, no changes. Any suggestions?
