I agree. The store clearly stated No Returns - so you shouldn't expect to get money back.
That manager had terrible customer service skills. He sounds very rude and unprofessional. But to be fair - were you possibly being rude to make him act this way?
I worked in retail for 5 years. People would always argue with me even though the return policy was clearly posted.

The policy said, no returns, exchange. Doesn't say on same exact item. I have NEVER shopped in a store, that when it said exchange only, it was for the same item. And the same item was not in my size. I would have got one if there had been. Thats why I asked for store credit. The shirt was being returned but at least he wouldn't lose any money.
The policy was not clerly stated. It should have said, no returns on sale merchandise, exchange only for same item purchased. That is a clear statement of policy.
