Restaurants opening days & times?

Is there anywhere online that has up-to-date days & times that restaurants & counter service are open?

Wish the official DLP website had this information.

no - and especially with the counter service restaurants, you may not find out until the day itself, whether one you want to eat at is open . Its best to ask at City Hall in the morning, which counter service restaurants are open in which park, and for which hours.

For the table/buffet service restaurants, you can call the Disney dining reservation line up to 60 days in advance, and check whether those restaurants that you're interested in will be open on the dates/times you are looking at.
