Resorts allowed for free dining?

If they do offer free dining to the public, will it include any moderate resorts that sleep 5? I think I remember reading that POR was exempt. Now that CBR sleeps 5, maybe they will allow one of these
resorts to be included? How about if someone got a pin code for free last year. Did it include POR?
 
There are no exclusions with the pin codes. Last year POR was excluded, but FD was available at CBR. Its all based on how many bookings they already have before free dining is released. If a resort is filling up pretty well on its own with no discount then they wont offer the discount.
 
What she said!! Pre bookings determine resorts and room categories in which FD is offered.
 

We received a pin code last year, and it included POR, but when we went to book only Royal Garden Views were available...so nothing that sleeps 5. We only have three, but the RRs were still out of our price range. We lucked out and were able to get POFQ Garden View after months of checking back, but we never did see non-Royal rooms at POR open up.
