Yes, if you arrive by Disney transportation.

If on foot or via Disney transportation, there are no restrictions on resort access. If via personal vehicle, you need an ADR. Some have reported mobile/to go orders will also work for vehicular access.

GADisneyDad14: We're staying near Epcot. We were hoping to Uber to Grand Floridian for a drink at Enchanted Rose and to check out their Christmas tree before our ADR at Contemp/California Grill. But it sounds like this might not be possible; instead, we may need to do the ADR first @ Contemporary and then monorail over to Grand Floridian?

Similarly, we were hoping to Uber to and eat at Captain Cooks @ Poly at 7am before a park day. Do you think this is possible if we mobile order first? Many thanks for your help here.
