resort hopping via water mouse?

Is it possible to get on a water mouse at WL, drive it over to another resort (CR, GF whatever) dock it there-or drop it off even- and look around?

We have tried to do that and have always been told no by the marinas. It would have been fun, but I guess taking the resorts' water taxis is just as much fun when it comes to resort hopping on Seven Seas Lagoon and Bay Lake.
