Resort Airline Check-In & Luggage

How does the resort airline check-in work when there are luggage fees involved? Last time I used this service I flew Continental and they didn't have checked baggage fees, but that has since changed. Does this mean that I can no longer check the bags at the resort? Or is there another way to do this?

The day before you depart, the standard return trip information packet will be slid under your door or hanging from the knob. Included will be instructions on how to pay the luggage fees - there's a number you call and charge the fees.
