resized picture is blurry, why?

When I resize my picture to the required settings for the signature, it get blurry. Is it my software or the resolution I've scanned it at. I need help. Any suggestions on software for this process.

I'm getting a "Permission Denied" when trying to access you pictures. I guess that means there is still something wrong with the link or with the permissions. I don't know if Yahoo will let you link to image on their sites or not. Many of the sites are not allowing that because of the bandwidth that it uses.

I use several but most of the time I use Paint Shop Pro 7. Nice thing about it was that it came with Animation Shop 3 for animated gif files.
