Do you think there's a better chance at boarding now there are capacity limits within the park or no?
 
That will depend on how much they reduce the ride capacity. If it matches the reduction in park capacity then it would be no different, really. And since they will be holding back the afternoon boarding groups for park hoppers it will likely be harder in the morning to secure a spot.
 
No because the ride capacity will also be limited. And there will still be 10s of thousands of people trying to get a few thousand spots. We were at WDW in November and weren't able to get a boarding group either time and I was on the app at the right time. We did get to ride it though thanks to my wife's cousins getting a group and they let us plead our case.
 
It will depend on what capacity they are running it at I would think. If they're doing 1 party per vehicle, that will reduce capacity meaningfully. If they're doing 2 parties per vehicle (likely with plexiglass in between rows) then it won't reduce capacity that much.

I remember folks running the math on throughput back when it first opened, and even 25% capacity would be well above the throughput the ride can manage in a day, particularly with shortened hours, and that's not factoring any capacity constraints. The one good thing is that all the DCA starting Parkhoppers won't be eligible for first drop, and you won't have APer's who show up at open just for sole purpose of getting a BG and then bouncing. But I don't think that will help all that much. Most people weren't showing up at 7:30 for the 8am drop back in the regular days.

My guess is your odds of getting a BG in the first drop will be pretty similar to before for the opening drop, maybe slightly worse, and not good at all for the 1pm drop.
 

Also worth noting that at WDW you did not need to be in the park to get a boarding group, you just had to have a reservation for Hollywood Studios. They changed to this system a few months after they reopened. So anyone could set an alarm at 6:55 am and try to get a boarding group and then go back to back so sleep or getting ready, etc.

According to the state’s guidelines, ride capacity has to be reduced to at least 25% because it is an indoor ride.

Is this going to happen at DL as well or have they announced yet? I think this method is wisest as it helps eliminate unnecessary crowding.

They haven't said for sure, but the wording of their announcement suggested that you just needed to have a reservation at DL to try for the first round, so it seems that way.
