On the Universal web site, it says Universal reserve the right to cancel FOTL during busy times of the year.

Does anybody know if this has ever happened?

We have booked Easter weekend 2004 on-site.
I for one would be very displeased after spending quite a lot on the hotel to get the passes, only to find out we could not use them.

That's just a disclaimer. They have not done such a thing and the odds of them doing such is extremely tiny. I's say you have a 99.99999999999999999999999999999999999999999999% chance of using FOTL as much as you want.
 
They added that from the very beginning and I think they were covering themselves in case with the addition of the new hotels that it would become too much.

After the third hotel opened it continued so I guess it will be on for a good long time! At least we hope so!
 
The only time they cancel room key FOTL is for spedially ticketed events (HHN, RTU)
