Reservations when the park hits capacity

Do they let people with dining reservations into the park when it is closed for capacity?

We have late reservations this Christmas and New Year's Eve. We generally go early on those days and run for cover when the crowds hit. I don't see any way that we would stay in the park all day.
 
Yes unless it is at the final capacity issue as long as you have a reservation (FP+, BBB, ADR, etc) then you will be allowed in. With that said plan more time then you think you need to get to the park and to the crowds to your ADR especially at MK or Epcot.
 
If they hit Phase 4, everyone is locked out. You'll miss your reservation and you'll be charged the no-show fee.

However, they've only hit Phase 4 once in the past 10 years, and that was at Easter and only at Magic Kingdom.
 

Yes, you will miss your ADR, but they will not charge you the no show fee. As long as you call and explain the fee will be waived.
That's not what the terms say. Of course, we don't have any empirical evidence since no park has experienced a phase 4 closing since the no-show fee was implemented. I'm going to stand by the terms and nobody can say otherwise with any certainty.

In the past year I have cancelled (with a decent reason) 2 different ADRs at very close to the time of booking.
Neither have been charged the no show fee.
As long as you are gracious and explain the situation they will waive the fee, in my experience.
Disney does not want ill will from their guests. Certainly if you cannot get to your ADR r/t a park closure, they willl not charge you, BUT you MUST call.
